Chris Wilder wants to fly in Fer for talks today and offer him a return to the Premier League after previous spells at QPR and Norwich.
Fer, 29, is interested but also has Feyenoord pushing for him to sign.
He was at their ground over the weekend to sort out final details on the transfer.
Fer came through the academy at Feyenoord before playing 121 first-team matches.
In his breakthrough season, in 2007/08, he helped the Eredivisie outfit win the KNVB Cup, coming off the bench to replace Nuri Sahin in the final against Roda.
Wilder is still looking to recruit for a small squad and Fer’s ability would be a bonus.
Fer has racked up a total of 123 appearances in the Premier League since 2013, netting 16 goals and grabbing eight assists.
However his injury problems last season would mean be needs a thorough medical.
