Fernandes scored 32 goals and grabbed 18 assists for Sporting in the last campaign, becoming one of Europe's most sought-after prospects.
He also starred for Portugal as they were cruising towards Nations League glory earlier in June.
And according to Record, United are still "ahead of their rivals" in the race for the midfielder, despite interest from Tottenham.
But Solskjaer has urged Red Devils executive vice-chairman Woodward to "speed up" talks with Fernandes' representatives.
His agent Miguel Pinho was in England last week, but was told that Sporting's £62million valuation of the player is too much.
The Norwegian boss does not want to miss out on the player and hopes to have him ready for the pre-season, kicking off in early July.
United have so far managed to push only one deal over the line, signing Swansea star Dan James for £15m.
And SunSport told you yesterday Spain prodigy Mateo Mejia, 16, is set to follow suit – although he will start his Red Devils career in the youth ranks.
The Manchester side are still chasing Crystal Palace star Aaron Wan-Bissaka.
But both sides have so far failed to come to an agreement over the fee for the talented right-back.
United's transfer plans are believed to be hampered by Alexis Sanchez's situation at Old Trafford.
The club are struggling to offload the Chilean winger's £505,000-a-week wages, which would free up funds for new arrivals.
To help Solskjaer rebuild the Red Devils squad, United chiefs are desperate to appoint a technical director in the next two weeks.
